Parliament's stand on Ambedkar cartoon disturbing: Panikkar

Parliament hurriedly intervened in the issue that called for more serious thought
Renowned historian K.N. Panikkar on Wednesday said that the stand taken by Parliament in the controversy over a cartoon on B.R. Ambedkar was disturbing as it rather hurriedly intervened in an issue that called for more serious thought.
“The members of Parliament have reacted with rare unanimity and an unwarranted sense of outrage to the cartoon included in a textbook published by the NCERT. If they had not done so they would have realised that the text book in question was an excellent example of creative pedagogic innovation, which is rare in our school system,” Dr. Panikkar told The Hindu. He said that the cartoon was a thought-provoking lampooning of one of the major events in the history of modern India in which Jawaharlal Nehru and Dr. Bhim Rao Ambedkar were caricatured (but it did not imply any insult to either of them).
Dr. Panikkar, a former Professor of History at Jawaharlal Nehru University in New Delhi, said that some political leaders seemed to have thought otherwise and members of all parties joined in a vociferous protest.
“It appears that these over-enthusiastic members seem to have overlooked that the cartoon was employed as a pedagogic device. In fact, what the cartoon was critiquing was the slow pace of the process of Constitution-making, which it conveyed much more effectively than an authorial statement. The cartoon and the accompanying text could be used to highlight the various interests the makers of the Constitution had to contend with,” he said.
Dr. Panikkar said the MPs seemed to be oblivious of the ‘pedagogic revolution' in school education. “Following the adoption of the National Curriculum Framework (NCF), school education has turned student-centred, with a view to stimulating their creative potential. This textbook, along with several others in different subjects, were prepared in pursuance of the NCF, in order to realise a challenging pedagogic practice,” he said.
Describing that an impediment to the implementation of the NCF had been the reluctance of scholars to undertake the arduous task of preparing text books, Dr. Panikkar said that Prof. Suhas Palshikar and Prof. Yogendra Yadav, two well-known scholars, accepted the challenge and produced a textbook, which had very many positives. “They felt so insulted by the attitude of the members of Parliament that they chose to resign from the advisory position they held in the NCERT,” he said.
Dr. Panikkar said the Union Minister of Education added insult to injury by welcoming their resignation, withdrawing the textbooks from circulation, ordering an enquiry and promising to punish all those involved with the preparation of the book.
“In order to sooth the ruffled feelings of the members, he also tendered an unqualified apology, whereas he should have apologised to the scholars for the intellectual insensitivity of his colleagues. Surely, the Minister should know that the quality of education cannot be improved without respect for scholarship,” he said.
Dr. Panikkar said civil society organisations had been rightly expressing their concern over the reaction of sections of political leaders to the cartoon in the textbook. “The supremacy of Parliament as the symbol of the representative system of democracy is indeed inviolable. But maintaining the supremacy also calls for the respect of other institutions,” he said.

Your closure report a bid to shield Modi, Bhatt tells Raghavan

State government destroyed “potentially incriminating documents with tacit blessings of SIT”
The suspended IPS officer Sanjiv Bhatt says the closure report submitted by the Supreme Court-appointed Special Investigation Team (SIT) only confirmed his long-standing apprehension that it was only working to “shield” Chief Minister Narendra Modi and other “powerful persons” from legal punishment for their involvement in the 2002 Gujarat pogrom.
In a letter to SIT Chairman R. K. Raghavan on Wednesday, Mr. Bhatt said it was “outrageously shocking” that even after his repeated requests the SIT did not issue any timely direction to the State government for preservation and production of vital contemporaneous documents, and allowed it to selectively destroy the potentially incriminating documents “with the tacit blessings of the SIT.”
Claiming that the closure report made it apparently clear that the SIT was carrying out “further investigation” even after the September 12, 2011 Supreme Court order to submit its final report to a competent metropolitan magistrate's court in Ahmedabad, Mr. Bhatt said it was done “with the sole purpose and motive of shielding Mr. Modi and other powerful accused persons from legal punishment.”
Mr. Bhatt said the SIT was not required to investigate the observations made by amicus curiae Raju Ramachandran but it deliberately did so to find loopholes in his report and demolish his remark that criminal cases could be framed against Mr. Modi for allegedly creating communal disharmony under Sections of the Indian Penal Code.
Referring to a confidential letter — quoted by Mr. Ramachandran in his report — allegedly sent by the Under Secretary of the State Home Department to the SIT Chairman four days after Mr. Bhatt had met the amicus curiae in Gandhinagar, the suspended IPS officer said the “Janus-faced policies, as well as the collaborative machinations of the state of Gujarat and the SIT under your stewardship, once again stand exposed in this overt attempt at influencing the ongoing investigation against the Chief Minister and other powerful persons.”
The June 26, 2011 letter, in which the State government claimed to have “retrieved” several e-mails of Mr. Bhatt, said: “It leaves no room for doubt that it is a systematic and larger conspiracy, through Mr. Sanjiv Bhatt, involving top leaders of the Congress party in Gujarat, vested interests groups surviving on [an] anti-Gujarat campaign and electronic and print media reporters all of whom have started final efforts to keep the Godhra riot issue [a]live based on concocted facts and Mr. Bhatt, through all of them, is trying to build up a story at a stage when after almost 10 long years the honourable Supreme Court has virtually concluded the judicial proceedings after undertaking tremendous judicial exercise and [as] elaborately pointed out in the affidavit of the State government.”
The letter, Mr. Bhatt claimed, was clear proof of the State government, which should be the prosecutor, trying to influence the ongoing investigation and shielding Mr. Modi and the other accused.
Mr. Bhatt took strong exception to the SIT demolishing his two fax messages dated February 27 and 28, 2002, as “concocted and unreliable.” He gave long explanations to justify his claim that the messages he sent as Deputy Commissioner of the intelligence branch then were real and established that Mr. Modi was continuously informed of the developing serious situation outside Gulberg Society but the Chief Minister refused to take any action to pre-empt the strike, and that the then Ahmedabad Police Commissioner P. C. Pande was guilty of dereliction despite being cautioned about the possible repercussions of the “Chief Minister's decision” to bring the bodies of the train carnage victims to Ahmedabad on the Gujarat Bandh day.
Mr. Bhatt said Mr. Raghavan, as a retired senior IPS officer, should have realised that the grounds the SIT had shown for calling copies of his fax messages concocted were not justified. He said the reasons that the messages did not bear any security classification, that they carried serial numbers different from the number allocated to the intelligence agency on these days or that the serial numbers were typed, instead of being handwritten as was the usual practice, were inadequate to declare his claims unreliable.
‘Nothing secret'
Attaching copies of some other fax messages, Mr. Bhatt claimed that all fax messages need not carry security classification by default as it was decided on the contents. The messages he sent did not contain any information of a confidential or secret nature warranting their bearing the security classification. It was a common practice in the Gujarat police to assign serial number 100 for urgently numbering out-of-sequence communications in emergency situations whenever it was inexpedient to obtain the specific number of the dispatch sequencing. His messages shown as carrying the serial number 100 and other weak grounds adduced did not mean these were created later. But the SIT was making “overzealous efforts to undermine the credibility of the messages.”
‘Outrageously shocking'
Mr. Bhatt said the fact that the originals of the fax messages could not be traced in the official records only strengthened his long-standing apprehension that the State government had been selectively destroying the potentially incriminating documents, and despite his repeatedly cautioning the SIT about such possibilities, it allowed the government to carry on with its destructive action. It was “outrageously shocking” that the SIT in its final report dispensed with the issue of “non-preservation or destruction of material documents and records” in just one insignificant sentence that the “efforts were made to locate the dispatch register and [the] fax register of state IB control room, but the same had been reportedly destroyed.”
‘Bid to destroy evidence'
Mr. Bhatt said: “It is now become increasingly clear that agencies and offices working under the control of the State government of Gujarat have conspired to selectively destroy potentially incriminating documents and records pertaining to the Gujarat carnage 2002. It is also apparent that despite repeated requests, the SIT did not make any fruitful efforts for the production and/or preservation of crucial and relevant records and thereby indirectly facilitated the process of destruction of very vital evidence. The SIT under your stewardship has conveniently chosen to ignore the fact that such acts on the part of the State government or its agents would amount to offences under Sections 120-B (conspiracy), 201 and 204 of the Indian Penal Code.”

सरकार को काम करने से कौन रोक रहा है?

पिछले कई दिन से पूरे कार्पोरेट मिडिया में यह बहस चल रही है की सरकार को पैरालईसिस हो गया है . और सरकार कोई भी फैसला नहीं ले पा रही है। सरकार के बहुत से जरूरी बिल संसद में अटके हुए हैं। और इससे देश की माली हालत ख़राब हो रही है। और इससे उद्योग जगत में निराशा का माहोल बन गया है। जिसकी वजह से जीडीपी गिर रही है। सरकार के मुख्य सलाहकार का बयाँ आने के बाद इस बात ने ज्यादा जोर पकड़ लिया है। और पूरे मिडिया ने और उसमे बैठे एक्सपर्ट ये कह रहे हैं जैसे ये बयाँ अचानक उसके मूंह से निकल गया है। उसके बाद और पहले भी सरकार , और खासकर कांग्रेस के प्रतिनिधियों ने भी ये कहकर की गठ्बन्धन में शामिल पार्टियों के कारण सरकार को फैसले लेने में दिक्कत आ रही है। और सरकार तेजी से काम नहीं कर पा रही है। कांग्रेस के लोगों का कहना है की उसके सहयोगी और विरोधी दल अपने छोटे राजनितिक कारणों के कारण सरकार के सारे अच्छे कामों का विरोध कर रहे है।
क्या ये बात सही है?
                                  इसकी जाँच करने के लिए हमे थोडा पीछे जाना पड़ेगा . जब देश में अटल जी की सरकार थी तब देश के उद्योग जगत ने अपने फायदे के लिए कई फैसले करवाए. जिसमे पब्लिक सैक्टर के कई उद्योगों को निजी हाथों में बेचना भी शामिल है, पट्रोल पदार्थों का नियन्त्रण मुक्त करना आदि। सरकार जोर शोर से उदारीकरण के रास्ते पर चलने की घोषणा कर रही थी। सब कुछ उद्योग जगत की मर्जी के अनुसार हो रहा था। पूरा मिडिया जोर जोर से चिल्लाकर इंडिया शाईनिंग के दावे कर रहा था। चैनलों में बैठे एक्सपर्ट तरक्की के नये युग की बात कर रहे थे।  चुनाव में इस तरह का माहोल था जैसे अटल जी की सरकार भारी बहुमत से जीतने जा रही है। लेकिन जब रिजल्ट आये तो सब सन्न रह गये। मिडिया को सफाई नही सूझ रही थी। उद्योग जगत परेशान था और उसकी समझ में नही आ रहा था ऐसा क्यों हो गया। लेकिन सरकार,मिडिया,एक्सपर्ट और उद्योग जगत ये भूल गया था की वोट देश की जनता करती है, और उसकी परेशानियों कम होने की बजाये बढ़ी थी। गरीब और गरीब हुआ था और देश केवल देशी विदेशी पूँजी के फायदे के लिए अपनाई गयी नीतिओं के खिलाफ था।
              यूपीए -2 की सरकार ने भी लेफ्ट का दबाव हट जाने के बाद तेजी से उसी रास्ते पर चलना शुरू किया। लेकिन एक के बाद एक होने वाले चुनाओं में होने वाली पिटाई के बाद सरकार और उसके सहयोगियों का उत्साह ठंडा हो गया। और उसके सहयोगियों ने भी जनविरोधी फैसलों का विरोध करना शुरू कर दिया।
सरकार को काम  करने से जनता रोक रही है।
                               सरकार जो काम करना चाहती है वो सारे जनविरोधी हैं। जैसे पट्रोल का भाव बढ़ाना, कर्मचारियों के पेंशन फंड को शेयर बाजार में लगाना, पब्लिक सैक्टर के उद्योगों को निजी हाथों में बेचना, बैंक और बीमा में विदेशी पूँजी को ज्यादा हिस्सेदारी देना, नागरिक सुविधाओं का निजीकरण करना, रिटेल व्यापार में विदेशिओं को इजाजत देना आदि। ये सारे कदम जनता की तकलीफों को और बढ़ाने वाले हैं।
और जनता में इनका पुरजोर विरोध है, जिसके कारण सरकार के सहयोगी भी उसका विरोध करने पर मजबूर हैं।उद्योग जगत की लाख कोशिशों के बावजूद जनता के 
विरोध के कारन सरकार इन फैसलों को लागु नही कर पा रही है।
              अगर फिर भी सरकार जनता के विरोध की अनदेखी करके इन फैसलों को लागू करने की कोशिश करेगी तो उसे सबक सिखने के लिए तैयार रहना होगा।

23 tax tribunal members under CBI scanner for ‘fixing’ verdicts

An estimated 69 orders passed by as many as 23 members of various benches of the Income Tax Appellate Tribunal (ITAT) are now the subject matter of an unprecedented nationwide inquiry for alleged corruption by the Central Bureau of Investigation (CBI).
The ITAT, a quasi-judicial body, is the highest income tax appellate authority. Its bench usually has two members — a judicial and an accountant member — who are selected by a board chaired by a sitting judge of the Supreme Court.
All orders under the scanner are alleged to have been issued in “collusion” with chartered accountancy firm S K Tulsiyan and Co. It was in 2008 that the CBI had first registered a case against Jugal Kishore, an ITAT member from Kolkata, for allegedly receiving a bribe from the bosses of S K Tulsiyan and Co., for delivering “pre-decided’’ judgments. The CBI recovered Rs 28 lakh from Kishore’s residence.
After a three-year-long investigation, the CBI identified at least 69 judgments where it said S K Tulsiyan & Co. not only had prior knowledge of these orders but in many cases is suspected to have written them as well.
The most glaring case is that of the tribunal’s Kolkata bench — as many as 12 of its orders were recovered from Tulsiyan’s hard discs before these were delivered, the CBI has alleged.
The Law Ministry has granted sanction to register Preliminary Enquiries (PEs) against 15 ITAT members and four officials of the Income Tax Department.
Ten ITAT members are working in the Kolkata bench; others are from the benches in Mumbai, Chennai, Bhubaneswar, Patna and Hyderabad. The officers under probe are either judicial members or accountant members.

खुदरा क्षेत्र में विदेशी निवेश के खतरे

जनसत्ता, 30 नवंबर, 2011: खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश की इजाजत का निर्णय केंद्र सरकार ने ऐसे समय किया जिस समय वह मूल्यवृद्धि और काले धन पर संसद में घिरी हुई थी।
इसके साथ ही उसने विपक्ष के साथ टकराव का एक और मोर्चा खोल दिया है। उसके इस निर्णय की दो व्याख्याएं हो सकती हैं। पहली यह है कि केंद्र सरकार चाहती ही नहीं कि संसद सही तरीके से चले और वह टकराव के लिए विपक्ष को उकसाने की नीति अपना रही है। दूसरी वजह पिछले सप्ताह प्रधानमंत्री मनमोहन सिंह की अमेरिकी राष्ट्रपति बराक ओबामा से हुई मुलाकात हो सकती है, जिसमें भारत की ओर से परमाणु सुरक्षा दायित्व कानून पर किसी तरह की राहत न दे पाने में प्रधानमंत्री ने ओबामा से अपनी असमर्थता जताई होगी। केंद्र की सरकार संसद में अल्पमत में है। लोकसभा में वह समय-समय पर बहुमत का जुगाड़ कर लेती है, पर राज्यसभा में स्पष्ट रूप से अल्पमत में है। यही कारण है कि सरकार अपने बूते कोई कानून संसद से पारित नहीं करवा सकती।
लगता है कि परमाणु सुरक्षा दायित्व कानून अपने हिसाब से बनाने में विफल सरकार ने खुदरा व्यापार में विदेशी निवेश की इजाजत देने का कोई वादा अमेरिका को दे रखा है और इसी वादे को निभाने के लिए उसने यह निर्णय जल्दबाजी में कर डाला। अब कारण जानबूझ कर विपक्ष से टकराव लेना रहा हो या अमेरिकी राष्ट्रपति से किया गया कोई वादा, खुदरा व्यापार में विदेशी कंपनियों को निवेश की इजाजत देने का एक ही परिणाम होना है और वह है बहुसंख्यक लोगों को बेरोजगार बना देना।
देश की एक बहुत बड़ी आबादी असंगठित क्षेत्र में खुदरा दुकान खोल कर अपनी आजीविका का प्रबंध करती है। खुदरा क्षेत्र खेती के बाद देश में रोजगार का दूसरा सबसे बड़ा स्रोत है। खेती से जुड़े लोग भी इस तरह के व्यापार में लगे हुए हैं। इससे जुडेÞ लोग उद्यमी नहीं, बल्कि मजदूर तबके के ही कहे जा सकते हैं। एक-एक दुकान में परिवार के सारे लोग लगे होते हैं और किसी तरह अपनी आजीविका चलाते हैं।
लेकिन केंद्र सरकार को यह मंजूर ही नहीं कि ये लोग अपनी मजदूरी पर आधारित स्वरोजगार पर आश्रित हों, इसलिए विदेशी कंपनियों के लिए दरवाजा खोला जा रहा है। जिन देशोें की कंपनियां भारत में खुदरा दुकानें खोलने आ रही हैं उन देशों ने अपने प्रकार की बंदिशें लगा कर भारत और अन्य विकासशील देशों के लोगों को अपने यहां आने पर बहुत सारे नियंत्रण लगा दिए हैं। वे देश तरह-तरह के अवरोध खड़े करके विदेशी प्रतिस्पर्धा से अपने बाजारों को बचा रहे हैं। ओबामा ने खुद अनेक ऐसे निर्णय लिए हैं जिनसे भारत का आईटी उद्योग प्रभावित हो रहा है। अपने देश में रोजगार बचाने के लिए अमेरिका और अन्य विकसित देश हरसंभव प्रयास कर रहे हैं। उससे संबंधित नीतियां तैयार कर रहे हैं। उन नीतियों से भारत जैसे देशों का नुकसान हो रहा है, साथ ही विश्वस्तरीय प्रतिस्पर्धा को भी।
पर हमारे देश की सरकार उस सेक्टर को विदेशी कंपनियों के लिए खोल रही है, जो असंगठित क्षेत्र में कृषि के बाद सबसे ज्यादा रोजगार लोगों को उपलब्ध कराता है और जिसमें विदेशी निवेश की कोई जरूरत नहीं है। भारत के खुदरा व्यापार में पहले से ही सब कुछ ठीकठाक चल रहा है। न तो इसके लिए किसी प्रकार के विदेशी वित्तीय निवेश की जरूरत है और न ही किसी प्रकार की टेक्नोलॉजी के निवेश की। इसके बावजूद अगर सरकार इसके लिए उतावली हो रही है, तो उसे बताना चाहिए कि आखिर उसका इरादा क्या है।
केंद्र सरकार कह रही है कि खुदरा व्यापार में विदेशी कंपनियों के आने से उपभोक्ताओं को फायदा होगा; कम कीमत पर उनको सामान मिलेंगे। यानी सरकार कह रही है कि इससे महंगाई कम होगी। इस तरह का विचार तथ्यों से परे है। खुदरा व्यापार में देश के बड़े औद्योगिक घराने पहले से ही सक्रिय हैं। कुछ साल पहले जब सरकार ने बड़े औद्योगिक और व्यापारिक घरानों को खुदरा व्यापार में आने की इजाजत दी थी, तो हमने इसका विरोध किया था।
सरकार उस समय भी यही कह रही थी कि बड़े औद्योेगिक घरानों के खुदरा व्यापार में आने से बाजार में कीमतें कम होंगी। हम सब जानते हैं कि सरकार का वह दावा गलत साबित हुआ है। सच तो यह है कि बड़े घरानोें के खुदरा बाजार में आने के बाद हमारे देश में कीमतें और भी बढ़ी हैं। सच कहा जाए तो कीमतों का तेजी से बढ़ना उसी समय से शुरू हुआ है, जब से कॉरपोरेट घरानों को खुदरा व्यापार में आने की इजाजत दी गई। सब्जियों के दाम भी उसके बाद से ही तेजी से बढ़ने शुरू हुए। भारत का कॉरपोरेट क्षेत्र असंगठित खुदरा कारोबारियों से कम लागत पर काम नहीं कर सकता। फिर वह सस्ती कीमत पर उपभोक्ता वस्तुओं को कैसे बेच सकता है? ज्यादा से ज्यादा वह कुछ समय के लिए कीमतें कम कर सकता है। अपनी ज्यादा पूंजी की ताकत से वह ज्यादा दिनों तक घाटा सह कर काम कर सकता है और इस बीच असंगठित क्षेत्र के अपने प्रतिस्पर्धियों की दुकानें बंद करवा सकता है। लेकिन उसके बाद वह उपभोक्ताओं को दुहना शुरू कर देता है।
यही हमारेदेश में भी हुआ। कॉरपोरेट सेक्टर की अनेक खुदरा दुकानें खुलीं और कुछ समय के लिए उन दुकानों ने कुछ चीजों की कीमतें कम रखीं। कुछ दुकानोें को

बंद करवाया और फिर कीमतें बढ़ा दीं। कॉरपोरेट सेक्टर के पास देश का पूरा बैंकिंग सेक्टर उपलब्ध है और वह वहां से पैसा लेकर   ज्यादा से ज्यादा दिनों तक घाटे में भी अपना व्यापार चला सकता है। अगर उसका व्यापार ठप भी हुआ तो असली नुकसान बैंकों का होगा और अगर अपने प्रतिद्वंद्वियों को समाप्त कर बाजार में प्रतिद्वंद्विता खत्म करने में वे सफल हो गए तो फिर उपभोक्ताओं को चूसना शुरू कर देंगे।
बडेÞ कॉरपोरेट घरानों के खुदरा व्यापार में आने से उपभोक्ताओं को राहत नहीं मिली। उलटे बढ़ती महंगाई के कारण वे लगातार आहत हो रहे हैं। इसलिए केंद्र सरकार द्वारा यह प्रचारित करना कि विदेशी पूंजी को खुदरा क्षेत्र में लाकर महंगाई कम की जा सकती है, लोगों को गुमराह करने वाला प्रचार है।
हम जानते हैं कि उपभोक्ता कोई अलग जीव नहीं है। हम सभी उपभोक्ता हैं। जो उत्पादक हैं वे भी उपभोक्ता हैं। जो वितरक हैं, वे भी उपभोक्ता हैं। जो खुदरा दुकान चलाते हैं और जो उन पर आश्रित हैं वे भी उपभोक्ता हैं। ऐसे लोगों की संख्या देश की आबादी की बीस फीसद से ज्यादा होगी। कुछ साल पहले देश में चार करोड़ खुदरा दुकानें होने का अनुमान लगाया गया था। अगर एक दुकान पर पांच लोगों के अपने जीवनयापन के लिए निर्भर होने की बात मान लें तो उस समय बीस करोड़ लोग खुदरा व्यापार पर आश्रित थे। तब देश की आबादी सौ करोड़ मानी जाती थी। आबादी बढ़ने के साथ खुदरा व्यापार पर आश्रित लोगों की तादाद भी बढ़ गई होगी।
केंद्र सरकार कह रही है कि विदेशी कंपनियों के खुदरा व्यापार में आने के बाद एक करोड़ लोगों को उनमें रोजगार मिलेगा। सरकार यह आंकड़ा बढ़ा-चढ़ा कर बता रही है। पर अगर इसे सच मान भी लिया जाए तो  सवाल यह उठता है कि कॉरपोरेट विदेशी खुदरा दुकानों में एक करोड़ लोगों को नौकरी कितने करोड़ लोगों को बेरोजगार बना कर मिलेगी? सरकार इसका आंकड़ा क्यों नहीं पेश करती है?
सरकार कह रही है कि किसानों को विदेशी कंपनियों से बहुत फायदा होगा। उन्हें अपनी उपज पर बेहतर आमदनी होगी। लेकिन क्या यह सच है? भारत में गन्ना किसानों की हालत देख कर हम कह सकते हैं कि जब बड़े उद्योगपति किसानों के माल के खरीदार बनते हैं, तो किसानों को किस तरह का फायदा मिलता है! जब किसानों के अपनी फसल बेचने के लिए आर्थिक रूप से बहुत मजबूत और संगठित खरीदार ही रह जाएंगे तो फिर उनकी मोलभाव करने की ताकत भी घट जाएगी। किसान उनके सामने अपने आपको असहाय समझेंगे। ये विदेशी कंपनियां अपने हिसाब से किसानों को उत्पादन करने के लिए भी मजबूर करने लगेंगी।
जब भारत में अंग्रेजों का शासन था, तो नील की खेती किसान करते थे। नील के खरीदार शक्तिशाली उद्योगपति ही हुआ करते थे। किसानों की हालत तब कैसी थी, हम सब जानते हैं। निलहे साहबों के सामने उस समय की सरकार की नीतियों के तहत किसानों की हालत गुलामों से भी बदतर थी। उस समय नील खरीद कर वे उद्योगपति कपड़े रंगने और अन्य औद्योगिक कामों में इस्तेमाल किया करते थे। बदले संदर्भ में किसानों की हालत ब्रिटिशकालीन निलहा युग के समान हो जाएगी।
हम जानते हैं कि गांधीजी ने भारत में पहला आंदोलन निलहों के खिलाफ ही किया था। गांधीजी के नाम की कसम खाने वाली कांग्रेस आज फिर उसी निलहा युग को वापस लाना चाहती है। इसलिए उसने विदेशी कंपनियों को दुकान खोलने की इजाजत देने का फैसला किया है। वह उपभोक्ताओं की तरह किसानों को भी सब्जबाग दिखा रही है।
वालमार्ट कंपनी की दुकान खोलने वाली जगहों का अध्ययन करने के बाद एक एजेंसी ने पाया कि कुछ समय के लिए तो चीजें सस्ती हो गर्इं और उपभोक्ताओं को फायदा भी हुआ, लेकिन बाद में वहां उपभोक्ता वस्तुओं की कीमतें सामान्य से सत्रह फीसद ज्यादा हो गर्इं। यानी वालमार्ट जैसी कंपनियां पहले कीमत कम करके अपने प्रतिद्वंद्वी को समाप्त करती हैं, फिर एकाधिकार प्राप्त करने के बाद कीमतें बढ़ा देती हैं। यह एक ऐसा तथ्य है जिससे हम सभी परिचित हैं। फिर भी कहा जा रहा है कि इन विदेशी कंपनियों के आने से उपभोक्ताओं को फायदा होगा? सवाल उठता है कि कितने दिनों या कितने महीने फायदा होगा? एक समय तो आएगा ही जब ये कंपनियां उपभोक्ताओं को दुहेंंगी और किसानों का भी शोषण करेंगी।
छोटे उद्योगों को फायदा पहुंचाने का भी डंका सरकार पीट रही है। कह रही है कि इन कंपनियों को अपना माल छोटे और मझोले उद्योेगों से कम से कम तीस फीसद खरीदना होगा। कोई सरकार से पूछे कि अगर वह चाहे तो यह निर्णय बदलने में कम से कम और ज्यादा से ज्यादा कितना समय लगाएगी। एक बार विदेशी कंपनियां हमारे देश में आ गर्इं तो फिर वे सरकार पर दबाव डाल कर उन सारी बंदिशों को हटवा लेंगी जिनसे उनका व्यापार बाधित होता हो या मुनाफा कम होता हो। वे स्थानीय प्रशासन को भ्रष्ट बना कर असंगठित क्षेत्र के अपने प्रतिस्पर्धियों की दुकानें बंद करवाने के लिए कुछ भी कर सकती हैं। जाहिर है इसके कारण भ्रष्टाचार को भी बढ़ावा मिलेगा।
हमारे प्रधानमंत्री अर्थशास्त्री हैं। वे जानते हैं कि विदेशी कंपनियां खुदरा व्यापार के क्षेत्र में भारत आकर क्या-क्या गुल खिला सकती हैं। इसके बावजूद वे इस तरह का निर्णय ले रहे हैं। सवाल उठता है कि एक अर्थशास्त्री होकर वे इस तरह का अनर्थ क्यों कर रहे हैं।

Islamists losing ground in Algeria’s elections

Official results from Thursday’s legislative election showed a higher-than-expected turnout of 42 percent, with the party that has ruled Algeria since independence 50 years ago winning comfortably and Islamists losing ground.

But Algeria’s main Islamist group in the polls -- the Green Algeria alliance -- charged the polls to elect a new national assembly were fraudulent.
